ABOUT LESLIE JUBY
Leslie Juby has consistently delivered positive results for Kane County residents over the past three years. She has diligently learned the county's policies and procedures, thoroughly studies each issue before her vote, and arrives at every meeting fully prepared.
Leslie brings a strong work ethic and results-driven approach, drawing on her training and experience in government fiscal management, short-and long-term planning, public safety, legislation, policy development and community engagement. She also leverages the personal and professional relationships she has build over her more than 20 years of public service to achieve meaningful, positive outcomes for her community.
PRIORITIES
ECONOMIC GROWTH
With agriculture comprising 51% of land use in Kane County, expanding economic growth while preserving farmland is a complex challenge. Successfully balancing development and agriculture will require smart policies, strong community engagement, and sustained, strategic investment. Leslie is dedicated to strengthening agricultural preservation programs, increasing conservation easements, and updating farmland protection easements.
Leslie believes that a skilled workforce is a key driver of economic growth and job opportunities and she is committed to partnering with the Regional Office of Education to expand educational pathways and vocational training. She recognizes that public safety and economic stability are closely connected, and therefore supports initiatives that provide at risk youth and adults with access to career readiness programs, mentoring and resources that reduce barriers to employment. By investing in workforce development while addressing social and public safety challenges, Leslie aims to create stronger communities where individuals can build sustainable careers, contribute to the local economy, and reduce reliance on the criminal justice system.
BALANCED BUDGETS
Leslie understands the challenges of fiscal instability and high property taxes. She has diligently reviewed the county's service delivery to identify programs that can be restructured, streamlined, or reorganized without compromising outcomes. Using the template that she developed in 2026, the budget reflects an overall decrease in expenditures of approximately $14M with the use of fund balance reserves dropping from nearly $27.2M to ~6.3M without layoffs or cuts to essential services.
EXPANDING BEHAVIORAL HEALTH SERVICES AND DIVERSION PROGRAMS
Leslie is dedicated to improving accessibility to behavioral health supports and substance use programs. She believes in a strong Continuum of Care that includes outpatient counseling, intensive outpatient programs, crisis stabilization, and specialized programs for youth, veterans, and individuals with co-occuring disorders. Leslie is excited by the launch of Circle of Care, a partnership with CASA, the Kane County Health Department, DCFS, the Regional Office of Education, and community partners. She supports the Court based diversion programs and is in favor of expanding the specialty courts. Leslie understands the importance of public awareness and early intervention and supports a multi pronged approach to help the residents of Kane County.
PROTECTING THE FUNDAMENTAL PRINCIPALS OF OUR DEMOCRACY
Kane County Democrats are concerned about the assault on our democracy. They are alarmed by the weaponization of the Judicial and Executive branches of the Federal government, the rise of hate speech and discrimination, the erosion of due process and minority rights, and the weakening of the guardrails that keep our fragile democracy intact. Protecting these fundamental principles is the single most important issue facing our community. While the County cannot directly influence federal policies, it can take steps to strengthen local control of the issues within its purview. The County Clerk has implemented several measures to ensure election integrity, including enhancing voter hardware and software systems and increasing security during the election season.
Leslie is proud to have adopted resolutions protecting the rights of immigrants and limiting use of county property for immigration staging. She reinforced the commitment to the LGBTQ community with the adoption of the annual PRIDE resolution and celebrated the achievements of African Americans each February. She supports the "Help Stop Hate" program which provides confidential assistance to victims and witnesses of hate acts. These actions, though small individually, collectively demonstrate Leslie's commitment to creating a safe and secure place for residents to live by choosing inclusion over exclusion, embracing diversity, and celebrating the unique strengths and voices that each person brings to the community. We are stronger together.
ENVIRONMENTAL STEWARDSHIP
Preserving our natural resources, open spaces, and farmland-and protecting the environment for future generations-are central priorities for Leslie. She believes that responsible stewardship today ensures a healthier, more resilient community tomorrow.
Leslie is committed to implementing practical, forward-thinking policies that safeguard our air, water, and soil while promoting a greener, more sustainable future. Her approach balances responsible development with strong environmental protections, ensuring that growth never comes at the expense of the county's long-term well-being.
A key focus of Leslie's environmental plan is holding high-impact industries accountable, particularly data centers, which are among the largest consumers of water and energy, She will require data centers to supply their own renewable energy sources whenever possible and to submit comprehensive water usage and conservation plans. By demanding transparency and sustainability standards, Leslie aims to protect local resources while still welcoming innovation and economic opportunity.
